If you’re considering applying through the GSM program, there are two key terms you need to know: Expression of Interest (EOI) and Registration of Interest (ROI). These steps are crucial in getting your application noticed.
An EOI is essentially your way of putting your hand up and saying, "Hey, I’m interested in moving to Australia!" You submit your EOI through an online system called SkillSelect, which allows the Australian government and state or territory governments to view your details and assess whether they want to invite you to apply for a visa.
• You submit an EOI by entering information about your skills, experience, and qualifications.
• You get ranked on a points-based system. Points are awarded based on things like age, education, work experience, and English proficiency.
• Once your EOI is in the system, you might receive an invitation to apply for a visa if your score is high enough or if a state/territory nominates you based on their local needs.
Without lodging an EOI, you can’t be invited to apply for a skilled visa, so it’s a vital first step in the GSM process.
A Registration of Interest (ROI) is an additional step that some Australian states and territories require if you want to be considered for state nomination, particularly for the Subclass 190 or 491 visas. Not all states use ROI, but those that do ask applicants to submit a more specific application to them directly.
For example, if you’re interested in moving to New South Wales, you might need to register your interest by submitting an ROI before they consider nominating you. It’s essentially a way for the state to manage the number of applicants and focus on people whose skills are in the highest demand locally.

Notes:
In some cases, an ROI might not be typically required but can be requested based on specific conditions or updates in state requirements.
Victoria has shared important insights on their pre-invite process for Registration of Interest (ROI).
